In March, 2014 we selected a primary vendor partner to start development and we starting to build our team to ensure feasibility. By early April, 2014 we had the first mock ups, and by the end of April 2014 mockups were no longer straw man and were using functional demos.
The testing vendor was engaged and testing was thorough, covering the below testing scope:

By mid-March 2014 development for the iPhone application was 100% complete. After just five short months after an enormous go-live, resulting from visionary thinking and pioneer leadership, Connecticut was ready to launch a mobile application for health insurance exchanges. This would be the first mobile application in the marketplace with the depth of functionality I the public or private sector.
Last was security. The executive leadership at the Connecticut Bureau of Enterprise Systems and Technology was absolutely essential. Immediately requesting interaction diagrams for the mobile application architecture, web controls and cloud architecture they were determined to support the exchange. Their security experience, from penetration testing to application security testing was a critical turning point for the launch of the mobile application for Connecticut residents.
Our Delivery (channel, brand, a better customer experience)
By early May 2014 the fully working mobile enrollment application was operational and being testing internally. During the 2014 CIO Cloud Summit in Miami Florida, Peter Nichol announced the soon-to-be released, first end-to-end mobile application by either public or a private health exchange!
At the May 2014 Board of Directors meeting Peter Nichol, leading technology for Connecticut, introduced the executive project manager and together they provided the Lt. Governor, Secretary of the State of CT, commissioners and fellow board members a demonstration of just how easy it was to enroll for healthcare coverage from a mobile device. In 8 minutes and 30 seconds a family was signed up live, for a qualified health plan. There was a huge round of applause! The belief, became a vision and was now real.
