Access Health Success Story – Informatica

The Connecticut legislature created the Access Health CT (AHCT) health insurance marketplace to increase the number of insured residents in Connecticut, promote health, lower costs and eliminate health disparities. Since going live, Connecticut’s uninsured rate has dropped by 50%.

 

Business Need
To satisfy the requirements of the federal Affordable Care Act (ACA), the Connecticut legislature needed to create a health insurance marketplace. The aim has been to increase the number of insured residents in Connecticut, promote health, lower healthcare costs and eliminate health disparities.

 

Challenges
The Exchange, working under the tight deadlines set forth by the ACA legislation needed to develop a new, complex system to address a population of previously under-served citizens.

Multiple sources and types of data from internal and external systems, individuals, families, health plan providers, and payers made standard data integration a challenge.

 

Solutions & Results

Informatica’s PowerCenter and Advanced Data Transformation solutions provided a single view of key data entities including individuals, families, small businesses, health insurance plans and program participation.

 

The number of insured residents in Connecticut has increased. Over 282,000 consumers are enrolled through Access Health CT of which 53% of enrollees were previously uninsured.

 

Access Health CT was delivered 5% under budget and on-time with expert System Integrator support from Deloitte Consulting.

 

Access Health CT met stringent data governance compliance and reporting mandates and promoted accountability between the State and its citizens, thus increasing transparency to citizens and other agencies.

 

Connecticut’s uninsured rate has dropped by 50% since Access Health Connecticut went live, and 83% of qualified health plan enrollees and 91% of Medicaid enrollees report satisfaction using the system.
